The greatest strength of the Kansas Chapter of APCO is the knowledge, talent and dedication of it's
members. There is no greater reflection of this than exhibited by those who seek election of the
Kansas Chapter Board of Officers.
Service as a member of the Board is an honor that carries with it awesome responsibilities. Before a
member commits to being a candidate, that responsibility must be clearly understood and
appreciated, not only by the candidate but by his or her employer.
A candidate's employers must have a keen awareness of the value of the Chapter's mission, the
honor of APCO service, and the strong support the candidate must have to effectively serve as an
APCO officer.
This support is manifested in many ways which include, but are not limited to, the need for the
employee to be able to be away from his/her employment for APCO business meetings. Attendance
at both the Spring and Fall Conference, Executive Committee Meetings, on-site reviews, and other
functions is imperative.

Each year, the positions of Second Vice President, Secretary/Treasurer, Executive
Council Representative, and Executive Committee-Person open for election.
The Second Vice-President serves a one year term, then assumes the duties of First
Vice President. After a one-year term, the First Vice President assumes the duties of
Chapter President. After service as President, the commitment continues for another
year fulfilling the duties of Past President.

Don Gruver, Candidate for 2nd VP
Don Gruver has been involved in emergency services since 1979 as a volunteer firefighter,
EMT and Communications Officer. Assistant Director of Harvey County Communications
since 2005, his duties include technical support, data systems administration and GIS
mapping. He also serves as a Tactical Dispatcher for the Harvey Co. Emergency
Response Team, and teaches Critical Incident Stress Management and Dispatch
courses. He has been very active in local and regional communications projects and
attended the 2008 COML course in Kansas City.

Kim Pennington has been a member of emergency communications for 14 years. After
starting as a dispatcher for Sedgwick County Emergency Communications, she was
promoted to shift supervisor and later assigned as the training supervisor. Three years ago,
she was promoted to the position of Quality Assurance/Training Coordinator. Kim is very
active in community education and speaks often at business and citizen group meetings.
She has redeveloped the training program and hiring processes used by her organization as
well as been an integral part of the testing and development of their new CAD system. She is
a member of the Crisis Intervention Team Council and sits on the USD259 Emergency
like to see the Kansas Chapter continue to provide quality dispatch training and step up efforts to inform and
educate state legislators who are making decisions that affect 9-1-1 funding."
Response Crisis Management Advisory Board. Most recently, she was assigned to the Technological Review
Committee for the county. Kim brings a diversified knowledge base and an enormous amount of enthusiasm for
the great work done by dispatchers every day.
“I have always admired the work done by the Kansas Chapter of APCO and have enjoyed working with the Board on
past projects. If elected, I would give this chapter and its members 110% as we work through another legislative
session and travel toward Next Generation technologies.”
