Candidate for 2nd Vice President - Don Gruver
Don Gruver has been involved in emergency services since 1979 as a volunteer
firefighter, EMT, and Communications Officer and has been an APCO member since
1988. Appointed as Assistant Director of Harvey County Communications in 2005,
his primary duties are technical support, data systems administration and GIS
mapping. He serves as a Tactical Dispatcher for the Harvey County Emergency
Response Team and has been trained as an ICS Communications Unit Leader
(COML) and Communications Technician (COMT). He also teaches ICISF Group
Critical Incident Stress Management courses and has provided Critical Incident
Stress Debriefings statewide.
Candidate for 2nd Vice President - Shelly Haskin
Hello, my name is Shelly Haskin and I am a 911 dispatcher for Hutchinson-Reno
County Emergency Communications. I started here September 17, 2001 - it's been
a very eventful 10 years! I am running for the office of second vice-president on the
Kansas APCO board.
I started my career in emergency communications in Coldwater, KS working for the
Comanche County Sheriff's Dept at age 18 back in 1979. This was well before we
even had 911!! I dispatched there for 5 years before getting married and moving to
Greensburg in Kiowa County, KS. While in Greensburg, I worked for the Iroquois
Center for Mental Health, Kiowa County Health Department and Kiowa County
District Court. These all gave me valuable experiences that help me to be
successful as an Emergency Services Dispatcher.
I have been nominated for Telecommunicator of the Year twice in my career,
winning one time and was second runner up another time. Recently, during the
2010 fall semester, I was an instructor for the Hutchinson Community College
teaching basic 911 call taking. I had six students, which was the most that had
been enrolled in Emergency Communications to that point and it was a learning
experience for my students as well as myself.
I have belonged to APCO for 10 years and love going to the conferences, not only for
training, but also for meeting new people involved in our business. I believe that as
an organization, we have an obligation to bring fresh ideas to help invigorate our
telecommunicators and pursue a standard of excellence through the trainings we
offer at conferences.

Candidate for Chapter Executive Person - Brad Gilges
Brad Gilges is the current Chapter Executive Person for the Kansas Chapter of
APCO and is seeking re-election.
He started working for the Franklin County Sheriff’s Office in 1973 as a dispatcher.
Other than working as an electronics technician for four years, he has been with the
sheriff’s office for 35 years. He has worked as a dispatcher, road patrolman,
detective, narcotics investigator and for the last 21 years has served as the 9-1-1
Director. He was involved in the establishment of a county-wide 9-1-1 dispatch
center and also received the task of addressing the entire county and developing a
working MSAG.
He joined APCO in 1990. He currently serves as your Executive Committee Person
for the APCO board, elected in 2009. Last year he was also given the task of Vendor
Liaison, who is tasked with contacting all of the vendors seeking their participation
in our conferences and meeting their needs. Brad also serves on the Kansas
KCJIS Committee as the 9-1-1 Providers representative. Brad said, “I enjoy
representing the needs and interests of the membership to the board, and look
forward to continuing the work. I would greatly appreciate your vote.”
